This is a common number used by telemarketers to mask their real phone number. They do it for this exact reason. People will get angry and focus all of their aggression toward the phone number and not have any way to discover who it really is. My suggestion is just don't answer. Requesting that you be put on their "do not call" list will only pertain to the current offender using the phone number. Another company may use the same number for solicitation and it would stand as legal.
