Sounds like a scam I thought so I called the number. "Rob" answered and asked me to read him the exact wording of the popup. I said, "First let me tell you that I think this is a scam." Rob laughed heartily and said, "Well at least you are honest about it." Then the line went dead.

So I called the number again. This time Thomas answered and this time I read the popup.

"What does it mean?," I asked plaintively.

"This is the thing," he said. "Your computer has been infected by a virus. We can fix it for $99 dollars or your computer will crash and become worthless."

I said, "Thomas, I think you are a scammer."

He said, "And I think you are an idiot!" Then the line went dead.

Now I had already determined that the computer was infected and had decided that I would just restore a 5 day old backup which cleared things up. I did not try to clean the machine since I know of no way to insure success. All seems ok now. Still don't know how the malware got on the system.
